Volunteers play an important role across charities, faith organisations, schools, and many other organisations. Depending on the nature of the role, a DBS check for a volunteer may be required as part of an organisation’s safeguarding and recruitment procedures.
However, not every volunteer will require the same level of DBS check. The appropriate check depends on the role, duties involved and who the volunteer will be working with.
This guide explains the different levels of DBS checks for volunteers, eligibility requirements, costs and how the process works.
What DBS check does a volunteer need?
The level of DBS check required depends on the duties carried out by the volunteer and whether the role meets the relevant eligibility criteria.
For example, a volunteer working in a charity shop behind the till may need a basic DBS check, but a volunteer working with children going in to schools or children’s groups may need an enhanced DBS check.
Understanding whether a volunteer is undertaking regulated activity is important when determining if an enhanced DBS check with a barred list check may be required.
From 1st September 2026, the supervision exemption for regulated activity with children was removed. This means some supervised volunteer roles may now meet the definition of regulated activity, depending on the duties and frequency of the role; read our news article for further information.
Organisations should review volunteer roles and safeguarding procedures to ensure the correct DBS check is requested.
Do volunteers qualify for a free DBS check?
Standard and Enhanced DBS checks for eligible volunteers are free of the DBS application fee.
However, the DBS has a specific definition of a volunteer. An individual will not qualify for the volunteer fee exemption if they:
- Benefit financially from the role
- Receive payment other than permitted expenses
- Are undertaking a work placement
- Are a trainee in a position that will lead to a full-time role
- Are undertaking a course or qualification that requires them to perform the role
- Are a paid foster carer or certain members of a foster or kinship care household
It is therefore important not to assume that every unpaid position automatically qualifies for a free DBS check.
Standard and Enhanced DBS checks are free for eligible volunteers, although an Umbrella Body processing fee will still apply. Basic DBS checks are not covered by the volunteer fee exemption and remain subject to the DBS application fee. The basic level is the lowest price check and return times are generally less than 24 hours.
